9.3 National Position Papers

Purpose: To provide guidance on preparing national position papers that represent a country’s stance during CITES CoP meetings and related policy discussions, particularly for agarwood and other high-value plant species.


A. Definition

  • National Position Paper: A formal document outlining a Party’s official position on proposals, amendments, or trade issues to be discussed at CoP meetings.
  • Serves as a reference for negotiations and decision-making at the international level.

B. Key Components

  1. Executive Summary:
    • Concise statement of the country’s stance, priorities, and rationale
  2. Scientific Justification:
    • Data on species status, population trends, trade impacts, and NDFs
  3. Legal and Regulatory Context:
    • National laws, CITES compliance, and enforcement measures
  4. Policy Objectives:
    • Conservation goals, sustainable use strategies, and trade management priorities
  5. Stakeholder Input:
    • Consultations with local authorities, communities, industry, and NGOs
  6. Recommended Actions:
    • Proposed votes, amendments, or interventions during CoP discussions

C. Practical Recommendations

  • Draft papers well ahead of CoP meetings to allow for review and feedback
  • Ensure alignment with national laws, CITES obligations, and community interests
  • Incorporate data from audits, traceability systems, and NDF assessments
