4.1 Management Authority (MA) & Scientific Authority (SA) Roles

Purpose: To explain the distinct roles and responsibilities of CITES Management and Scientific Authorities, and how they collaborate to ensure legal and sustainable trade in agarwood and other listed species.


A. Management Authority (MA)

Primary Responsibilities:

  • Issue CITES permits and certificates for export, import, and re-export
  • Verify the legality of specimens
  • Maintain trade records and submit reports to the CITES Secretariat
  • Communicate with other Parties regarding trade compliance
  • Ensure permits reflect correct annotations and source codes

B. Scientific Authority (SA)

Primary Responsibilities:

  • Conduct or advise on Non-Detriment Findings (NDFs)
