Regional Pilot: CALABARZON – Cavite

1. Pilot Location

  • Region: CALABARZON
  • Province: Cavite
  • Target Training Sites: TESDA Training Centers, Accredited Cooperative Farms, and SUC-affiliated demonstration farms

2. Rationale for Selection

  • Cavite has established agroforestry and tree-crop infrastructure suitable for Agarwood cultivation
  • Proximity to major TESDA regional training centers ensures accessibility
  • High potential for smallholder farmer participation and cooperative integration
  • Serves as a model region for national replication

3. Pilot Scope

  • Qualifications Covered: NC I, NC II, NC III
  • Target Trainees: 60–100 participants across all levels
  • Duration: 6–12 months depending on NC level and scheduling
  • Delivery Mode: Blended (classroom + field immersion)

4. Pilot Objectives

  1. Test feasibility of NC I–III training modules in a regional context
  2. Validate assessment tools and competency standards
  3. Refine training materials and delivery methods based on field experience
  4. Provide feedback for TESDA Central Office on curriculum, trainers, and logistics

5. Expected Pilot Outcomes

  • Successful certification of first batch of NC I–III trainees in Cavite
  • Demonstrated model for replication across other CALABARZON provinces and nationwide
  • Identified best practices for scaling up Agarwood skills training
  • Strengthened partnerships with DENR, DA–ATI, SUCs, and cooperatives

6. Monitoring and Evaluation

  • Quarterly progress reports to TESDA Regional Office and Central Office
  • Performance tracking of trainees and trainers
  • Documentation of lessons learned, gaps, and improvements
  • Recommendation report for national rollout
